The Board of School Trustees believes that the storage, retrieval and appropriate use of student records should ensure the confidentiality of information and privacy for students and their families.

SUBJECT:          STUDENT RECORDS - CONFIDENTIALITY

1.         The purpose of this policy is to:

 

            1.1       To ensure that only authorized persons have access to student records.

            1.2       To ensure that student records are maintained in confidence.

 

2.         Students, their parents, their guardians, and persons providing health services, social services or other support services will be given access to student records in accordance with the following provisions of the School Act :

 

            Examination of  Student Records

 

            Section 9       (1)     A student and the parents of a student of school age are entitled,

 

                                          (a)     on request and while accompanied by the principal or a person designated by the principal to interpret the records, to examine all student records kept by a board pertaining to that student.

 

            Student Records

 

            Section 97.    (1)     Subject to the orders of the minister, a board shall

 

                                          (a)     establish written procedures regarding the storage, retrieval and appropriate use of student records, and

 

                                          (b)     ensure confidentiality of the information contained in the student records and ensure privacy for students and their families.

 

                                 (2)     Notwithstanding subsection (1), a board shall, where required by the orders of the minister, permit a person providing health services, social services or other support services access to information in student records required to carry out that service.

 

3.         The principal of each school is responsible to ensure that a separate cumulative record folder shall be kept for each school student.

 

4.         Cumulative records shall be kept up-to-date at all times, kept in a secure place, and made available only to persons authorized to access.

5.         Cumulative records shall be kept for home school students registered with the school.

 

 

6.         Cumulative records shall include all information, reports, and referrals pertaining to each student.

 

7.         Cumulative records shall include any information required by orders that may be made by the Minister of Education.

 

8.         Only appropriate school district employees, students, parents, guardians and persons providing health services, social services or support services will be given access to those records.

 

9.         Records shall be viewed in the presence of a staff member.

 

10.       The viewer(s) are informed of the necessity of confidentiality concerning the student records.

 

11.       No documents may be removed from the file.
