SUBJECT:          CHAIRPERSON AND PRESIDING OFFICERS

5.1             The Board shall elect a Chairperson in December of each year.

 

5.2             A majority of the Board may elect a new Chairperson at any time.  [SA s.87(4)]

 

5.3             The interim Chairperson shall be the Secretary-Treasurer until such time as the Board Chairperson has been elected.

 

5.4             The interim Chairperson shall call for nominations for Board Chairperson three times and declare nominations closed.  A ballot vote shall be held and that person receiving more than one-half of the total number of votes cast shall be declared elected.  If no person receives a clear majority, that person with the least number of votes shall be dropped and a further ballot conducted.  If a tie vote shall continue to occur, the meeting shall be adjourned for a period of not more than one week to a time when all members of the Board are able to be present.

 

5.5             Following the election of the Board Chairperson, that person shall assume the Chair.

 

5.6             The Chairperson shall proceed to appoint a vice-chairperson for a two month period on a rotational basis among the remaining six trustees.

 

5.7             The Chairperson of the Board of School Trustees shall preside at the Board meetings, perform all duties imposed by Statute, and perform such other duties as may be prescribed by law or by action of the Ministry.

 

5.8             The Chairperson shall have the same rights as other members to offer resolutions, to offer motions, to decide questions and vote thereon.  The Chairperson will conduct the meetings in accordance with Robert's Rules of Order.

 

5.9             The Chairperson shall appoint all representatives and committees of the Board, except where otherwise stated by Bylaw, and shall be an ex-officio member of all committees.

 

5.10           The Vice-Chairperson shall have the powers and duties of the Chairperson in the Chairperson's absence, and such other powers and duties as the Board may determine from time to time.

 

5.11           In the event that neither the Chairperson nor the Vice-Chairperson is able or willing to take the Chair, the presiding officer shall be such person as the Board may elect for that meeting.
